Subject:- Reimbursement of the cost of Medical treatment- revised norms of admissibility following revision of Pay structure as per TSCS(RP) Rules,2017.
It has come to the notice of Government in the Finance Department that some employees of some Departments / Offices, who have been appointed substantively in Group-C posts in Grade Pay of Rs.4200/- or below but reached to the stage of Grade Pay of Rs.4400/- or above on account of CAS/ACP/MACPS, have been allowed medical reimbursement facilities, even though they belong to Group-‘C’ post and are entitled to medical allowance @ Rs.500/- per month.
2. The matter has been examined in Finance Department. After careful consideration of the matter, it is informed that all Government employees who have been appointed substantively at a post carrying pay scale in a stage equal to Level l0 (erstwhile Grade Pay of Rs.4200/ – under modified revised pay structure) and below of the Tripura State Pay Matrix 2017 under Tripura State Civil Service(Revised Pay) Rules,2017 shall be entitled to medical allowance @ Rs.500/- per month. Similarly, al1 employees who have been substantively appointed to a post carrying pay scale equal to Level11 (erstwhile Grade Pay of Rs.4400/- under modified revised pay structure) and above of the TripuraState Pay Matrix 2017 under Tripura State Civil Service (Revised Pay) Rules ,2017 shall be entitled to medical reimbursement, In any case, entitlement of higher grade pay of Rs.4400/- on account of CAS/ACP/MACPS/any other financial upgradation except promotion etc.; will not entail a Government Servant for medical reimbursement. He / she will continue to draw medical allowance at admissible rates as per his substantive post. Entitlement of medical allowance / medical reimbursement whichever admissible, shall depend on the erstwhile Grade Pay or Level of Pay matrix applicable to the post in which the concerned Government employee has been appointed substantively.
3. The past cases of medical reimbursement, if any allowed, to non-entitled employees may not be re-opened. However, those shall not be considered as precedence for set$ing future cases.
4. This is issued with immediate effect and until further order.
