7th CPC Recommendations to the staff working in the EDP cadre

Sub: Recommendations of 7th Central Pay Commission relating to the staff working in the EDP cadre-reg.
NFIR invites kind attention of the Railway Board to Para 7.7.21 and7.7.22 of the 7th CpC report wherein model cadre structure of EDP staff along with their paylreplacement pay levels had been recommended. The Commission had suggested to the DoP&T to revisit its instructions and draw up a structure which is more in tune with the current technology.
Federation has since learnt that the exercise on 7th CPC recommendation has since been commenced by the DoP&T and OM No. Misc-14017/14/2016-Estt. (RR) dated 17th Oct,20l6 has been sent to all the Ministries/ Departments of Government of India, seeking information on the following:-
I. Whether EDP cadre is existing, if yes, the hierarchy and the strength in each grade/level thereof;
ii. Copy of the existing Recruitment Rules for all the levels.
iii. Suggestions, if any, regarding the cadre re-structuring in the cadre.
IV. Comments on the recommendations of7 th CPC.
In this connection, Federation conveys that pursuant to the demand raised by the Federation in the DC/JCM fora (agend Item No, 18/2007), the Railway Board had constituted a Committee of EDs (vide Board’s order dated 02/02/2012). On the draft report of the Committee, NFIR vide letter No. Il/2/part VI dated 31/03/2015 had given detailed comments and suggested cadre structure in the Railways which has also been akin to the recommendation of 7thCPC. Federation has further come to know that the Railway Ministry is yet to send the requisite information to the DoP&T. NFIR therefore suggests that the views already sent by the Federation may be incorporated in Railway Board’s draft reply to DoP&T and the copy of the same be sent to this Office, which would enable the Federation to consider providing additional in-puts.
