1 | MACP will continue to be administered at 10, 20 and 30 years as before. In the new Pay Matrix, the employee will move to immediate next Level in hierarchy. As mentioned in the Gazette Notification, the MACP will be provided on completion of 10, 20 & 30 years of service in next heirarchy in that Cadre and fixation will be done as in the case of promotion.
As the concept of MACP is to remove the stagnation in Central Government Services, especially the (General Class, Minorities & O.B.C’s) comprising 77.5% strength of recruited strength. Wheras, the (S.C & S.T Class) recruited 22.5 % are unconstitutionally provided “Reservation in Promotion” and gettin promtions upto 100% of the strength. Hence, the MACP to the Servicing Cadre, who are normally being denied their legal right of promtion, should be provided a remedy of MACP in their next Promotional Heirachy of that Cadre to compensate the loss, for illegally bestowing undue (Recurring Reservations in promotions) to the SC & ST Class.
