Sir,

Sub: – Requesting to restore LTC and Medical Allowance, as well as to revise HRA based on 78.2% IDA merger – Decision of the Forum meeting held on 23.06.2016.

The meeting of the Forum of BSNL Unions and Associations, held on 23.06.2016, has strongly demanded that the BSNL Management should restore LTC and payment of Medical Allowance. The meeting has also demanded immediate revision of HRA, based on 78.2% IDA merger.

It is more than 5 years, since the LTC and Medical Allowance facilities of the employees are frozen. Hence, it is time for BSNL Management to restore LTC to the employees. It is also not out of place to state here that, the ITS officers on deputation to BSNL, are being allowed to avail LTC. Thus, when LTC is being allowed to one section of the officers, it is unfair on the part of the Management to deny the same to others. Hence, it is strongly demanded that LTC may immediately be restored to all the employees. Similarly, the Medical Allowance of the employees should also be restored.

At the time of signing agreement with the BSNL Management on 12.06.2012, on revision of wages based on 78.2% IDA merger, the Unions and Associations agreed to get payment of allowances based on 68.8% IDA merger. This was done, keeping into account the financial position of the Company. At the same time, the Management also assured to review this after one year. However, this review has not been done even after the lapse of 4 years. The employees have already undergone loss for 4 years, on account of non-revision of allowances based on 78.2% IDA merger. Hence, it is requested that the allowances should be revised based on 78.2% IDA merger. Importantly, it is emphasised that the Management should immediately effect revision of HRA, based on 78.2% IDA merger.
