TUCSA urged the Union HRD Ministry to constitute the University Grants Commission
The Tamil Nadu Universities, Colleges SC / ST Teachers and Non-Teaching Staff Association (TUCSA) urged the Union Human Resource Development Ministry to constitute the University Grants Commission-Pay Review Commission with immediate effect.
The 7th Pay Review Commission for Central Government employees had already been submitted its report to the Centre and it is expected to be implemented soon. Normally in the earlier occasions the Pay Review Committee along with Central Pay Commission will be constituted by the UGC to recommend the pay scales for the Universities and college teachers. But this time such committee has not been constituted by the UGC so far. This may lead to inordinate delay in implementing the 7th Pay Scale recommendations to college teachers, a resolution adopted at the annual general body meeting of the TUCSA held in Yercaud on Sunday said.
The meeting by another resolution urged the Union HRD Ministry to follow the communal reservations policy while appointing the Vice-Chancellors in Central Universities and national institutions.
The TUCSA said that the guest lecturers employed in Government Arts Colleges in the state are getting only 10 months salary.
The salary for the vacation period is denied to them for several years. This was despite regular representations by the Association to the authorities concerned. Further, a paltry consolidated salary of Rs. 15,000 per month is being given to them.
The resolution called upon the Government to absorb the guest lecturers in the permanent vacancies arising in the government arts colleges. The government should also pay salary for the vacation period too to them as per UGC recommendation.
While commending the Periyar University for bagging the 47th rank at the national level and seventh rank at the state level in the National Institutional Ranking Frame Work, the meeting called upon the Vice Chancellor to constitute SC and ST Cell in the University.
R. Christudoss Gandhi, former IAS officer and patron of the association, presided. R. Sakthivel, Additional Commissioner, Ministry of Finance, Mumbai, L. Sasikumar, Director, Public Grievances, Union Home Ministry, M. Tamilmaran, State President, TUCSA, spoke. M. Maaravarman, State Treasurer, TUCSA, presented the annual report.
