Multiplication factor for fixation of new basic pay should be same for all including pensioners(at least 2.86 times). The fixation of basic pay for pre 2016 pensioners should be as per pay matrix ( to the nearest in the matrix similar to serving employees and not with only multiplying factor). The commuted amount should be reinstated after 12 years.
