Minutes of the separate Meeting held by EDPC-I with Federation (AIRF) on 24.11.2015 on left over PNM/AIRF Items.

5/2006: Avenues of promotion of Senior Supervisor in Scale S-13 to S-14 Group ‘B’ (Gazetted) on railways.
Official Side stated that the proposal has been re-submitted to Ministry of Finance seeking their concurrence and a reply is awaited.
Federation conveyed their resentment and stated that this issue is pending for last many years and if this is not done immediately, the staff will be deprived of the benefit as the next Pay Commission’s recommendations are to be effective from 01.01.2016. Federation also pointed out that in earlier discussions, including on DC/JCM Item No.16/2009, it was agreed to re-examine the matter connecting minutes of the Standing Committee meeting held on 07.05.2008 wherein it was decided that it is for Railway Ministry to take a decision in the matter as posts in the pay scale of `7450-11500 are classified as Group B in other Ministries/Departments. As such, there is no need to go to Ministry of Finance on this issue and this can be done internally.
After detailed deliberation, EDPC-I assured the Federation that he will meet personally the concerned JS in Ministry of Finance on 30.11.2015 to sort out the matter and also apprise the Federation subsequently.
EDPC met the JS Personnel as discussed & has requested the concerned Deputy Secretary dealing with the issue to expedite the matter on two occasions.
16/2008: Assured Carrier Progression Scheme applicable to Motormen of BCT division of Western Railway.
After discussions, copy of complete correspondence in the matter was given to the Federation. It was agreed to close the item if the benefit has been given to the Direct Recruits.

30/2008: Voluntary Retirement of Drivers and Gangmen.
Federation desired to discuss this issue before Board(MS).
7/2010: Inclusion of left out categories of the staff working in Railway Hospitals of the Indian Railways for the purview of Hospital Patient Care Allowance.
Official side advised that instructions have been issued on 31.07.2015 allowing HPCA/PCA to Dental Hygienists and Physiotherapists/Occupational Therapist w.e.f the date of issue of order.
Federation demanded that this order be effective from the year 2008, i.e. date of issue of order allowing HPCA/PCA to other categories. They also demanded that the other three categories for whom they demanded HPCA be also allowed.
27/2010: Implementation of recommendations of VI CPC – Grant of Transport allowance to Railway employees.
South Central Railway’s letter No. P(R)473/IX dated 02.04.2015 in the matter was given to Federation, as requested by them. Official Side stated that Workmen Special Train and Transport allowance cannot be allowed simultaneously.
Federation demanded that possibility of stoppage of a passenger train at Ryanapadu may be explored so that staff can avail of that facility for reaching workshop and facility of workmen train can be withdrawn.
Official Side stated that before withdrawal of Workmen Special Train, the other Federation needs to be consulted.
3/2011: Revision of rates of Kilometreage Allowance and Allowance in lieu of Kilometreage (ALK).
This issue is figuring in the Joint Committee on running staff issues. Meeting of the Committee was last held on 24.06.2015 and minutes have been sent to the Federation on 08.09.2015. Comments from the Federation have not been received.
4/2011: Placement of Pharmacists in the Entry GP of `4200(non-functional grade) on completion of two years service in GP `2800 as well as grant of three MACPs to the
Pharmacist category on the Indian Railways.
Reference has been made to Ministry of Finance for waiving off the overpayment made on account of erroneous grant of financial upgradation to Pharmacists. Reply from MoF is still awaited. It was agreed to send a D.O reminder to JS/MOF.
9/2011: Caretaking Allowance to Hostel Staff and merging of Caretaker posts with Ministerial Staff.
Federation requested for separate meeting as they want to involve Genl. Secy. of their affiliated union on S.C Railway in the discussions.
10/2011: Grant of pay scale `5000–8000 (pre–revised)/ PB–II GP `4200 in new pay scales to Tower Wagon Drivers of Electrical Department.
Federation requested to hold separate meeting with Board(ML), which was agreed to.
13/2011: Grant of LAP, LHAP and Casual Leave to paramedical staff engaged to work in Railway Hospitals etc. on contract basis.
It was explained to Federation that Contract Paramedical staff are not Railway employees, and, as such, they are governed by the terms & conditions of contract. Federation requested that provisions of relevant labour laws are followed scrupulously.
14/2012: Grant of HRA till allotment of accommodation as per entitlement.
Official Side stated that as already explained in the earlier meeting, policy on admissibility of HRA are based on the Rules formulated by the nodal Ministry on HRA i.e. Ministry of Finance. Railway employees who, after submitting applications for railway accommodation, refuse to accept accommodation when offered/allotted, are eligible for HRA, if otherwise admissible, subject to the extant provisions.

18/2012: Payment of Breakdown Overtime Allowance to Mechanical Supervisors(C&W) – Mechanical Department.
With reference to Board’s letter dated 20.10.2015, Federation has made a reference on 31.10.2015 which is to be examined.
32/2012: (A) Wrong implementation of MACP Scheme in IT Cadre.
(B) Granting of financial benefit under MACP Scheme to EDP Staff.
A meeting with the Federations on MACP issues was held on 12.10.2015. Record Note of Discussions are under finalisation.
38/2012: Extension of scope of LARSGESS.
Official Side advised the Federation that with reference to their contention that Track Maintainer in GP `1900 are being denied appointment under LARSGESS, necessary
clarification has been issued on 10.09.2015.
As regards removal of the suffix ‘working on track’, the same has been removed.

46/2012: (A) Payment of Running Allowance to medically de-categorised Running Staff kept on supernumerary posts.
(B) Fixation of pay of medically de-categorized Running Staff while kept on supernumerary posts- Grant of benefits of Running Allowance.
This issue is figuring in the Joint Committee on running staff issues. Meeting of the Committee was last held on 24.06.2015 and minutes have been sent to the Federation on 08.09.2015. Comments from the Federation have not been received.
2/2013: Allotment of higher pay scale to Accounts Staff of Indian Railways with retrospective effect from 01.01.1996 rectifying the errors of the Ministry of Railway’s
letter No.PC-VI/ 98/1/11/23 dated 07.03.2003.
Matter is sub-judice.
5/2013: Grant of 30%HRA to the staff working at Ghatkesar at par with the staff working in GHMC limits.
Reply has not been received from Railways. A D.O. letter from EDPC-I has been sent to SCR on 23.07.2015.
10/2013: Implementation of Hon’ble Supreme Court’s judgement treating upgradation of posts under cadre restructuring not as promotion for granting financial upgradation under MACP Scheme.
As decided in the separate meeting held on 24.04.2015, Federation has accordingly been replied vide Board’s letter dated 08.07.2015.
24/2013: Payment of Special Allowance to Traffic Gatemen deployed to work on Level Crossing Gates.
This issue is to be discussed before Board(MS).
26/2013: Modified Assured Career Progression Scheme for railway employees – Clarification.
Revised instructions issued vide Board’s letter No. PC-V/2009/ACP/2 dated 23.11.2015.
29/2013: Stepping up of pay to Loco Running Supervisors promoted prior to 01.01.2006, viz-à-viz their juniors promoted after 01.01.2006.
It was advised to the Federation that as per the information received from all Zonal Railways (expect NR/NCR/ECR), no recovery has been made expect for a few cases on Central Railway and Southern Railway.
13/2014: Fixation of pay in case of financial upgradation under MACPS.
As decided in the meeting, the matter has been reviewed and letter to AIRF has been issued vide Board’s letter dated 16.09.2015.

15/2014: MACP Scheme for Railway Servants – Treatment of employees selected under LDCE/GDCE Scheme – Clarification reg.
As decided, Separate meeting with AM(Staff) has been held on 18.08.2015. Record Note of Discussions issued on 14.10.2015. Subsequently, Federation has been replied on 28.10.2015.
07/2015: Anomaly in granting financial upgradation under MACP Scheme to directly recruited Engineering Graduates as HDA.
The official Side stated that this issue is figuring as an item listed for discussion with the Board(MS & FC). It was agreed that further action will be taken in accordance with the said discussion.
22/2015: Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying same grade pay.

23/2015: Provision of Maternity Leave to surrogate mother.
The Ministry of Health and Family Welfare has mooted the Bill of ART, which also includes the aspect of surrogacy and the same is still under consideration of the Government and thus not yet introduced in Parliament.

27/2015: Denial of due financial benefits on promotion – Case of the Motormen of Central Railway.
The issue is being examined in consultation with Central Railway.
34/2015: Entitlement of Risk Allowance, vis-à-vis revision of rates.
Official Side explained that the rates of Risk Allowance were to increase by 25% whenever DA increased by 50% and as such in accordance with it the same was enhanced to `50 w.e.f. 01.01.2011 and further to `60/- w.e.f 01.01.2014. As regards inclusion of Porter, Pointsman and Shuntman under the purview of Risk Allowance, it is stated that these categories have been de-notified for grant of Risk Allowance in accordance with the guidelines enunciated by Vth CPC.
