Ref: – Corporate Officer letter no.27-43/2015/NWO-BB & IN/BB Mtce./Outsourcing dated 18.11.2015.
With reference to the letter cited under reference, we wish to bring the following to your kind notice. Corporate Office has issued the above cited letter, with regards to the outsourcing of the provisioning and maintenance of wiredline broadband service. In this letter the stand of the Staff Side of the National Council, as expressed in the 33rd meeting, held on 16.10.2015, has been misquoted and distorted, which is highly objectionable. It is mentioned in the letter, that the Staff Side had stated that they were not opposed in principle to outsourcing, and that the same could be approved case by case. We firmly refute this statement.
In the 33rd meeting of the National Council, the Staff Side had taken a general item that, outsourcing should not be done without having prior discussion with the Recognised Unions. In this context, it was pointed out that the provisioning and maintenance of wired line broadband service was also being outsourced without having any discussion with the Recognised Unions. During the discussion, the Secretary, Staff Side even made a complaint to the Chairman of the National Council that, the Management was going ahead with the outsourcing, without even properly considering the alternative proposals given by the Joint Action Committee (JAC).
Never did the Staff Side state in the 33rd meeting of the National Council, as has been misquoted in the letter cited under reference. The Secretary, Staff Side of the National Council has also been provided with a copy of the minutes of the 33rd meeting of the National Council, wherein nothing has been recorded as referred to, in the letter cited under reference.
In the letter cited under reference, the CGMs have been directed to send their justified proposals for outsourcing by 30.11.2015, for the consideration of the Committee formed in BSNL CO. In this regard, we wish to once again insist that the alternative proposals of the Joint Action Committee, as communicated to the CMD BSNL, vide it’s letter no. JAC/154 dated 25.08.2015, (copy enclosed) may kindly be considered. We also wish to state that, if the Management proceeds with the outsourcing, without taking into account our alternative proposals, we will be forced to resort to trade union actions.
